Maryland Child Support Enforcement

In order to enforce child support payments in Maryland, a custodial parent can contact the Child Support Enforcement Administration (CSEA) for assistance.  CSEA may be able to help locate a missing parent or implement enforcement tools, such as tax refund intercept and wage garnishment to force payment.

How to File a Complaint

In Maryland, both parents are obligated to financially support their children, even if they are no longer residing in the home with them. If a parent is not meeting their child support obligation, the other parent may file an application with CSEA to commence enforcement proceedings. In order for the CSEA to assist you, you will need to provide as much information as possible about the other parent, your children and any existing child support orders.  The more information you provide, the better they will be able to help you. The first step is to fill out an application.  You can fill one out online or you can fill out a paper application.

How to Fill In

Step 2: Enter the following information aabout the custodial parent:

  • Full legal name
  • Address
  • Sex
  • Date of birth
  • Race
  • Social Security number
  • Phone numbers
  • E-mail/web address
  • Employer’s name
  • Employer’s address
  • Name of nearest relative
  • Relationship
  • Phone number
  • Address

Step 3: Enter the following information about each child

  • Name
  • Date of Birth
  • Birthplace
  • Number Birth
  • Social Security Number
  • Relationship to you
  • If you are the mother of the child(ren), were you married to a man other than the noncustodial parent at the
    time the child(ren) were conceived or born? 
  • What is the relationship between the mother and father of the child(ren)?
  • If separated, have divorce proceedings been started by a private attorney and/or is court action currentlypending? 
  • If yes, please list name, address, and phone number of the attorney and the County and State in which court
    action is pending:
  • Is child support included in this action? 
  • If the parents were not married: Has paternity been established for the child(ren)? 
  • Was paternity established by Court Order? 
  • If you answered YES to the paternity questions, list the children for whom paternity has been established or an
    Affidavit of Parentage signed.
  • Do you have a court order for child support from this noncustodial parent? 
  • Show where paternity/support was ordered. Include a copy of the order with your application.
  • Does the noncustodial parent pay support? 
  • If yes or sometimes, to whom does the noncustodial parent pay support?
  • Name and address of the child support agency:
  • When was child support last paid
  • Amount
  • Is support paid by a military allotment? 
  • Have you ever received Temporary Cash Assistance (TCA, formerly AFDC or “welfare”), Medical Assistance,
    or previously applied for Child Support Services? 
  • If yes, list the County and State
  • Date of last TCA check if applicable

Step 5: Enter the following information about health insurance:

  • Do the children currently have heath insurance? 
  • Who provides insurance?
  • Insurance company Name
  • Address
  • Phone Number
  • Policy number
  • Group number
  • Effective date
  • Policy expiration date
  • Is insurance available through an employer for either the mother or father?
  • Name and address of employer providing the health insurance.
  • Name of child(ren) covered by the health insurance.

Step 6: Sign and date and bring to your local child support office with a check in the amount of $25.

CSEA can take a number of steps to make sure that a parent pays his or her child support obligation including the following:

  • wage withholding
  • tax refund (federal and state) intercept
  • passport denial
  • license suspension (driver’s and professional)
  • passport denial
